01:11.17Catfish_ManAlien__: many projects will be too advanced for most first year students, but there's generally a subset of easier ones. The key thing is to look over the list of ideas once they're published, find some that interest you, and get involved early. Discuss them with the projects mentoring them, try making a prototype, etc... it looks good for applying, and it gives you an idea if your skills are up to it

In both cases, talking to the organisation is important, but you officially submit the proposal on the gsoc website (I can't remember which url is "official" right now...).
