The reason is that (on a PDA) we *do* want each and every block device on the planet (except a few) to auto-mount. Non-PDA systems are of course a different kind of beast where you probably don't want any auto-mounting at all. Adjusting the default blacklist to ignore floppies and nbd should do the trick nicely.
