22:07.40jasonbrusst: The $CATALINA_BASE/webapps dir is the place where Tomcat looks to find webapps that it will autodeploy for you.  So, it's looking in your webapps/ dir and finding a dir named "TestApp", and it's attempting to deploy the contents of that directory as webapp content.  But, the actual war file is in there..  that's wrong.
